It's the latin phrase & it means "know yourself".
The idea of the pic is that nobody will know you better than you, even if you are a priest it does not mean that you are sinless because nobody can change your soul, even God. So that the process of self-knoledge never ends & is you want to become sinless, you should not turn a blind eye to your sins as the priest in the pic does, but you should fight with them.
